This 34-page guide covers technical safety, regulatory compliance, cost-sharing, and combating misinformation, while providing practical case studies to help owners corporations and residents overcome barriers to widespread EV charging adoption.
The guide emphasizes that apartment buildings should not adopt a one-size-fits-all technical solution or rush to install charging equipment. Instead, owners corporations are advised to develop an 'EV Strategy' to ensure decisions are legally compliant, transparent, and equitable. The Victorian Government stated that this strategy will assist owners in evaluating suitable solutions for their buildings, preventing individual residents from installing chargers in ways that could limit future planning for the entire property.
Multiple Challenges in Promoting EV Charging Infrastructure
Bryce Gaton, an expert in the EV industry, highlighted that the rollout of EV charging infrastructure in apartment buildings faces multiple obstacles, including resident opposition to cost-sharing, misconceptions about EV fire risks, and varying levels of acceptance of electric vehicles among residents. He stressed that if these issues are not properly addressed, they could become major barriers for apartment dwellers switching to EVs, thereby hindering the broader adoption of electric vehicles in urban residential areas.
Gaton noted that the guide does not assume a uniform technical solution for all buildings but instead advocates for customized approaches based on each building's specific conditions. He warned that individual residents installing chargers in easily accessible locations could undermine the fairness and efficiency of future building-wide planning. Therefore, owners corporations should take a proactive role in developing charging strategies tailored to their building's characteristics.
