The New South Wales lower house standing committee on Transport and Infrastructure released a report on electric vehicle charging infrastructure on August 6, presenting 18 recommendations to address structural challenges in the development of the charging network. The report emphasizes that government policy and targeted support are crucial for ensuring a smooth and equitable transition to full electrification of passenger and transport fleets. Comprising three Labor members, one Liberal member, and one Teal Independent member, the committee’s recommendations span five key areas: charger reliability, regulatory streamlining, signage standards, charging infrastructure for apartment buildings, and government policy support.
The report highlights that issues with charger reliability and pricing transparency have been addressed in places like the United Kingdom through regulatory mandates, requiring operators to ensure equipment uptime and disclose pricing information. The New South Wales Government has also recently released standards for public EV charger signage to improve user experience. However, Bryce Gaton, an expert in the electric vehicle industry, notes that distribution network service providers (DNSPs) lack standardized processes for connecting new EV chargers, leading to delays in deployment and even causing some potential sites to abandon construction. He points out that operators often delay charger activation or cancel projects due to the inability to obtain clear power connection estimates or timelines.
Charging Infrastructure for Apartment Buildings a Development Priority
The report pays special attention to the widespread adoption of charging infrastructure in apartment buildings. In 2021, the Australian Capital Territory Government commissioned a study on ‘EV Ready Developments,’ proposing planning solutions for charging infrastructure in new and existing apartment buildings. The New South Wales Government has also trialed a grants scheme to encourage apartment buildings to adopt charging infrastructure, though its effectiveness remains to be seen. Gaton argues that the adoption of charging infrastructure in apartment buildings depends not only on policy support but also on resolving practical issues such as grid connections and installation costs.
