Three Mobile Energy Storage Systems Qualify for CORE Incentives
The California Air Resources Board (CARB) officially approved three mobile battery energy storage systems (Mobile BESS) from Coulomb Solutions (CSI) for inclusion in the Clean Off-Road Equipment (CORE) Voucher Program on July 23, 2026. The approved systems include the eBESS233-233-01 (233 kWh), eBESS466-466-01 (466 kWh), and eBESS699-540-01 (699 kWh), all of which meet the CORE program’s eligibility requirements for zero-emission off-road equipment. CARB’s approval enables these systems to qualify for point-of-sale discounts, further reducing buyers’ upfront acquisition costs.
Under the CORE program, the incentive amounts for the three systems are as follows: the eBESS233-233-01 is eligible for $93,000, the eBESS466-466-01 for $185,000, and the largest-capacity eBESS699-540-01 for up to $280,000. Coulomb Solutions stated that buyers may receive up to $400 per kWh through the CORE program, with the incentive amount directly deducted from the equipment’s sale price to alleviate financial burdens on users.
Coulomb Solutions’ mobile energy storage systems utilize lithium iron phosphate (LFP) batteries produced by CATL, known for their high safety and long cycle life, making them suitable for frequent charge and discharge applications. The systems are designed to comply with the UL 9540 energy storage system safety standard and NFPA 855 fire safety regulations, ensuring effective mitigation of fire or electrical safety risks during deployment. The UL 9540 standard covers requirements for battery management, thermal management, and fault protection, while NFPA 855, established by the National Fire Protection Association, provides guidelines for fire safety in energy storage systems.
System Design and Application Scenarios
Coulomb Solutions’ mobile energy storage systems feature a modular design, allowing installation on standard trailers or temporary sites for high mobility. The systems are equipped with 480 V AC output, enabling direct power supply to electric vehicle charging equipment or other off-grid devices, making them ideal for areas lacking fixed charging infrastructure. Additionally, the systems include remote monitoring capabilities, providing real-time transmission of location, operational status, power consumption, and discharge rates for user convenience. An integrated thermal management system ensures stable operation across varying environmental temperatures.
David Mazaika, CEO of Coulomb Solutions, noted that the company’s Green Energy ToGo Mobile BESS solutions are specifically designed to address charging needs in high electric vehicle usage areas. In regions where DC fast-charging infrastructure is insufficient, mobile energy storage systems can slowly charge via the existing grid and deliver high-power discharge during peak demand, enabling DC fast-charging deployment without grid upgrades. This approach not only meets temporary charging needs but also reduces peak demand metered by utilities, thereby lowering users’ electricity costs.
Mazaika further explained that the target application scenarios for mobile energy storage systems include port cargo handling, airport ground support equipment, construction sites, and industrial warehouses lacking fixed charging infrastructure. The systems can also balance grid loads in high electric vehicle usage areas or provide temporary power support during large events and disasters. Coulomb Solutions stated that the products are suitable not only for commercial electric vehicle charging but also for off-grid industrial, construction, railway, and maritime equipment power needs. However, no third-party verification has confirmed the systems’ durability during actual transportation, nor is there evidence of their deployment in disaster relief scenarios.
Incentive Program and Market Impact
The CORE program aims to reduce the upfront costs of zero-emission off-road equipment through point-of-sale discounts, promoting the adoption of zero-emission equipment in California. While the three approved systems are now eligible for incentives, specific application procedures and timelines have not yet been announced. The actual deployment of Coulomb Solutions’ mobile energy storage systems in the California market remains to be observed, including whether the incentive amounts sufficiently cover initial system costs and how the systems perform in real-world applications.
Furthermore, as the CORE program is limited to California, the potential for system adoption in other states or regions and possible policy support require further attention. Although Coulomb Solutions’ mobile energy storage systems comply with UL 9540 and NFPA 855 safety standards, independent third-party validation of their safety or performance has not been publicly disclosed. The future market acceptance of these systems in California and other regions will depend on the performance of actual deployment cases and the strength of policy support.
