Amazon is developing the largest private power system in the United States in Pecos County, Texas, to exclusively supply its AI data centers. The GW Ranch energy hub will have a total generation capacity of 7.65 GW, primarily powered by natural gas. In January 2026, the Texas Commission on Environmental Quality (TCEQ) issued an air pollution permit for the project, allowing annual carbon dioxide emissions of up to 33 million tons.

Amazon stated that the project will operate independently and will not transfer electricity costs to general users in Texas. The initiative aims to meet the growing power demands of AI data centers while ensuring a stable energy supply. Amazon reiterated its commitment to achieving net-zero carbon emissions by 2040.

First Phase of 1 GW Set for First Half of 2027, Multi-Energy Layout Enhances Power Flexibility

The GW Ranch energy hub is being constructed by energy developer Pacifico Energy. The first phase will install approximately 1 GW of natural gas generation capacity, with operations expected to begin in the first half of 2027. The overall plan envisions a total capacity of 7.65 GW, with potential expansion beyond 5 GW to meet the electricity demands of large-scale AI computing.

In addition to natural gas generation, GW Ranch will integrate a 1.8 GW battery energy storage system (BESS) and 750 MW of solar power, covering over 8,000 acres. To ensure a stable natural gas supply, Pacifico Energy plans to build a 15-mile pipeline with a daily capacity of 1 billion cubic feet, directly connecting to the Waha natural gas hub in West Texas.

This private power grid model allows Amazon to bypass reliance on the public grid, directly supplying electricity to its data centers through its own generation facilities. This approach avoids the time and infrastructure bottlenecks associated with traditional grid connections. Industry observers note that private power grids significantly reduce the time required for large data centers to access electricity, enabling faster responses to the growing demands of AI computing.

Carbon Emission Cap Raises Concerns, Testing Amazon’s Decarbonization Commitments

While Amazon emphasizes that GW Ranch will not impact Texas’s public grid, its large-scale adoption of natural gas generation contrasts with its 2040 net-zero carbon emissions target. According to the TCEQ permit, GW Ranch could emit up to 33 million tons of carbon dioxide annually when fully operational. Although actual emissions may be lower, the scale of potential emissions has drawn attention to Amazon’s decarbonization progress.

Amazon has not yet detailed how it will offset or reduce emissions from GW Ranch, stating only that it remains committed to its net-zero goal. As AI computing demands continue to rise, balancing stable power supply with decarbonization will be a critical challenge for Amazon in the coming years.

The Texas Commission on Environmental Quality has confirmed the issuance of the air quality permit, though the response from local communities and environmental groups remains unclear. Pacifico Energy stated that the first phase of 1 GW generation capacity will begin operations as scheduled in the first half of 2027, with future expansions dependent on Amazon’s electricity needs.
