Federal Agencies Collaborate to Establish Deployment Framework
On July 23, the U.S. government announced the establishment of a clear regulatory framework for deploying offshore nuclear reactors as a key measure to increase the share of nuclear power generation. The Department of the Interior’s Bureau of Ocean Energy Management (MMA) and the Nuclear Regulatory Commission (NRC) signed a memorandum of cooperation on the same day, officially initiating preparations for deploying nuclear reactors on the U.S. Outer Continental Shelf. The Outer Continental Shelf encompasses 3.2 billion acres of federally managed offshore waters.
Matt Giacona, Acting Director of the MMA, stated that submersible nuclear reactor systems have operated safely on U.S. Navy vessels for decades, demonstrating their reliability in harsh marine environments. He noted that this technology could significantly enhance U.S. energy security and emphasized that the vast expanse of federal waters provides ample siting flexibility, avoiding densely populated areas and reducing the not-in-my-backyard (NIMBY) challenges faced by traditional land-based nuclear power plants.
Russia Hosts World’s Only Operational Floating Nuclear Power Plant
Currently, Russia is the only country with a commercially operational floating nuclear power plant, the Akademik Lomonosov, which has been supplying power in Russia’s Far East since 2019. Jeremy Bowen, Director of the NRC’s Office of Advanced Reactors, said the cooperation memorandum establishes a clear framework for inter-agency collaboration, providing clear guidance for future applicants and ensuring the safe, stable, and efficient deployment of emerging nuclear technologies.
Bowen stressed that the new framework aims to streamline the review process while maintaining rigorous safety standards. He pointed out that while the U.S. Navy’s submersible nuclear reactor technology is highly mature, commercial applications still face challenges such as environmental impact assessments, emergency response mechanisms, and long-term regulation of offshore facilities. The collaboration between MMA and NRC will focus on developing specialized safety standards for offshore nuclear power and drawing on the operational experiences of the Navy and Russia.
Advantages and Potential Risks of Floating Nuclear Power Plants
Floating nuclear power plants offer advantages such as shorter construction timelines, modular production, and flexible deployment. For example, Russia’s Akademik Lomonosov was built in just four years, far faster than traditional land-based nuclear plants. However, issues such as safety risk assessments, nuclear waste disposal, and responses to extreme weather conditions for offshore nuclear plants require further study.
The U.S. government’s nuclear expansion plan aims to increase the share of nuclear power generation from the current 18% to 30% by 2035. If successfully deployed, offshore nuclear reactors could become a key option for achieving this goal. Giacona noted that the vast area of the Outer Continental Shelf provides significant siting flexibility, allowing deployment locations to be adjusted based on energy demand.
Environmental groups have adopted a cautious stance toward the plan, expressing concerns that offshore nuclear plants may face natural disasters such as hurricanes and tsunamis, with accident response being more challenging than for land-based facilities. MMA and NRC emphasized that all deployment plans must pass strict environmental and safety reviews and that specialized safety standards for offshore nuclear power will be established to ensure operational safety.
Technological Maturity and Future Outlook
The U.S. Navy has used submersible nuclear reactors to power its vessels for decades, accumulating extensive technical experience. Giacona pointed out that this experience will provide important references for commercial applications but will require adjustments to meet civilian needs. He stated that federal agencies will continue to evaluate the economic benefits and environmental impacts of offshore nuclear plants to ensure technical feasibility and safety.
While no specific deployment timeline has been set, the U.S. government has laid the regulatory groundwork for future offshore nuclear reactor deployment. Bowen said the new framework will expedite the review process while ensuring all plans meet strict safety and environmental standards. As global demand for clean energy grows, floating nuclear power plants could become a significant option for future energy supply.
