Uber Transforms into an Autonomous Vehicle Super Platform, Connecting 30 Global Partners to Build a Commercial Ecosystem

By integrating services such as robotaxis, freight transport, and delivery robots through its platform, Uber is expanding from the United States to Europe, the Middle East, and Asia. Strategic Shift: From In-House Development to Platform Integration

Uber’s deployment in the autonomous driving sector has undergone multiple adjustments. In 2014, Uber established the Advanced Technologies Group (Uber ATG) and recruited a top team from Carnegie Mellon University to focus on in-house development. In 2016, Uber acquired the autonomous truck startup Otto and subsequently conducted real-world testing in California, Pittsburgh, and Arizona, demonstrating its ambition to enter the autonomous vehicle market.

However, a fatal crash in Tempe, Arizona, in 2018 became a turning point for Uber’s autonomous vehicle development. In 2020, CEO Dara Khosrowshahi initiated a strategic reset, selling Uber ATG to the autonomous driving startup Aurora while divesting non-core businesses such as Jump and the flying taxi project Elevate. The company refocused on human-driven ride-hailing and delivery services. Despite stepping back from in-house development, Uber retained partial equity in the divested companies and began repositioning itself in the autonomous vehicle market through partnerships.

Over the past two years, Uber has established collaborations with over 30 autonomous driving companies worldwide, covering applications such as robotaxis, long-haul freight, food delivery, and sidewalk robot delivery across diverse scenarios. These partners span the United States, Europe, the Middle East, and Asia, signaling Uber’s shift toward a platform integration strategy to redefine its role in the autonomous vehicle industry.

Fleet Operations and Commercial Deployment

Through investments and partnerships, Uber is gradually building the infrastructure for commercializing autonomous vehicles. For example, Uber holds a 30% stake in the European fleet operator Avomo, which manages fleet operations for the Waymo-Uber partnership in Austin, Texas. Avomo’s responsibilities include vehicle cleaning, maintenance, charging, and garage management. Additionally, Avomo supports Uber’s collaboration with the Chinese autonomous driving company WeRide in Madrid, Spain, showcasing Uber’s integration capabilities in global fleet operations.

At the core of Uber’s strategy is leveraging its platform advantages by providing capital, user traffic, and logistical support to connect autonomous driving companies with varying technological approaches. Uber offers precise maps, regulatory access, fleet logistics, and funding while utilizing its global base of hundreds of millions of active users to seamlessly integrate partners’ autonomous vehicle services into the Uber platform. This model not only reduces Uber’s operational costs but also accelerates the commercialization of autonomous driving technology.

Currently, Uber’s autonomous vehicle services are undergoing testing in multiple cities, though their commercial scale remains to be validated. As regulations governing autonomous vehicles vary by country, Uber’s global expansion may face challenges. Nevertheless, through partnerships with numerous autonomous driving companies, Uber has evolved from a simple ride-hailing platform into a key driver of autonomous vehicle commercialization, with its future developments closely watched by the industry.
