New Regulation Drives Demand for Rooftop Solar PV
The Ministry of the Interior’s *Standards for Installing Solar Photovoltaic Power Generation Equipment on Buildings* will take effect on August 1, applying to new, expanded, or renovated buildings with a floor area of 1,000 square meters or more. This regulation is a key component of the government’s strategy to achieve net-zero emissions by 2050 and is expected to significantly expand the deployment of rooftop solar PV systems across Taiwan.
Analysts estimate that the new mandate will generate approximately 660,000 kilowatts (660 MW) of additional solar PV installed capacity annually, bolstering the domestic supply of green electricity. In recent years, the Ministry of Economic Affairs has provided subsidies for private buildings with rooftop areas under 1,000 square meters, offering NT$3,000 per kilowatt (kW) with a maximum subsidy of NT$300,000 per project. Local governments are also permitted to supplement these subsidies based on available funding to further reduce installation costs for individuals and businesses.
Combining Power Generation with Energy Efficiency
Unlike ground-mounted solar PV systems, which require large land areas, rooftop solar PV utilizes existing building spaces, improving land use efficiency while minimizing environmental impact from land development. Solar panels provide shading, reducing heat absorption on rooftops, particularly during summer months, which lowers air conditioning demand. This dual functionality delivers benefits in power generation, energy savings, and carbon reduction.
For businesses, rooftop solar PV systems enable self-consumption, reducing electricity costs while increasing the proportion of green energy use. This aligns with international supply chain decarbonization requirements and initiatives such as RE100. With growing demand for green electricity from AI data centers, semiconductor manufacturers, and high-tech industries, companies can enhance energy resilience by pairing self-built solar PV systems with energy storage solutions, mitigating operational risks from electricity price fluctuations.
Solar PV Supply Chain Poised for Growth
Driven by policy support and rising corporate demand for green energy, Taiwan’s solar PV supply chain is expected to benefit significantly. Companies such as URE, United Renewable Energy, Anji Technology, and Motech, which manufacture solar modules, along with system integrators like Gintung, stand to gain from increased deployment demand. Additionally, suppliers of inverters, mounting structures, electrical engineering, and construction services are likely to see expanded opportunities as the rooftop solar PV market grows.
Industry analysis indicates that Taiwan’s solar PV development has historically focused on large-scale ground-mounted projects and aquavoltaics. However, with the implementation of the mandatory installation regulation for buildings, the share of rooftop solar PV is expected to rise. Following the new mandate, more large commercial buildings, factories, and public facilities are anticipated to comply, further solidifying rooftop solar PV as a key source of new renewable energy in Taiwan. The Ministry of the Interior states that this initiative will not only boost domestic green electricity supply but also create long-term development opportunities for related industries.
