Taiwan Expands Offshore Wind Capacity with 2039 Target of 27.9 GW

Mid-to-Long-Term Plan Sets Phased Targets, Aiming for 19.9 GW by 2035

The Ministry of Economic Affairs announced on July 24 the "2026 to 2039 Mid-to-Long-Term Offshore Wind Power Development Plan," outlining clear phased development targets. The plan projects an additional 15 to 18 GW of developable capacity, with the selection process for developers expected to be completed by 2030. The cumulative installed capacity is targeted to reach 18.3 to 19.9 GW by 2035 and further increase to 24.7 to 27.9 GW by 2039. The Ministry stated that the plan will adopt a selection mechanism releasing approximately 8 GW of capacity every four years to ensure stable offshore wind power development.

The Ministry noted that as the semiconductor, AI, and high-tech industries continue to expand, Taiwan's electricity demand is projected to grow at an average annual rate of 2.5% from 2026 to 2035. Offshore wind power is set to become a key source of stable green electricity supply. To date, Taiwan has completed the installation of over 500 offshore wind turbines in its waters through a three-phase promotion strategy—"demonstration first, followed by potential, then zonal development"—achieving a cumulative installed capacity of approximately 4.9 GW and laying the foundation for large-scale development in the next phase.

Interagency Collaboration Identifies Marine Resources, Floating Wind Turbine Deployment to Begin in 2026

To expand offshore wind power development, the Ministry of Economic Affairs has collaborated with the Ministry of National Defense, Ministry of Transportation and Communications, and Ministry of Agriculture to assess Taiwan's offshore wind resources, projecting an additional 15 to 18 GW of developable capacity. Additionally, the government plans to initiate the deployment of floating offshore wind turbines starting in 2026, targeting deeper waters to further expand the development space for offshore wind power.

The Ministry emphasized that future offshore wind power industry development will be driven through four key directions: establishing clear policy goals and implementation pathways, fostering local manufacturing and service industries, improving green finance and investment environments, and strengthening interagency administrative coordination to enhance permitting efficiency and create a stable investment environment. As of July 10 this year, Taiwan has completed eight offshore wind farms, ranking third globally in new installed capacity for 2025 and fifth in cumulative installed capacity, with annual electricity generation exceeding 10 billion kilowatt-hours.

Wind Farms Withstand Typhoons and Earthquakes, Ministry Aims for Stable Green Power Supply

The Ministry of Economic Affairs stated that operational offshore wind farms have withstood multiple severe typhoons and earthquakes, maintaining stable operations, demonstrating that Taiwan's offshore wind power technology has reached a certain level of maturity. As global demand for green energy continues to grow, Taiwan's offshore wind power industry will not only enhance energy self-sufficiency but also serve as a critical pillar for stable electricity supply to high-tech industries.

The Ministry further explained that it will continue to steadily promote offshore wind power construction through clear policy directions and interagency collaboration mechanisms to achieve goals such as increasing green power supply, strengthening energy security, and enhancing industrial competitiveness. The newly announced mid-to-long-term plan not only provides direction for Taiwan's offshore wind power industry development but also offers long-term policy certainty for investors.
