Mid-to-Long-Term Plan Sets Phased Targets, Aiming for 19.9 GW by 2035
The Ministry of Economic Affairs announced on July 24 the "2026 to 2039 Mid-to-Long-Term Offshore Wind Power Development Plan," outlining clear phased development targets. The plan projects an additional 15 to 18 GW of developable capacity, with the selection process for developers expected to be completed by 2030. The cumulative installed capacity is targeted to reach 18.3 to 19.9 GW by 2035 and further increase to 24.7 to 27.9 GW by 2039. The Ministry stated that the plan will adopt a selection mechanism releasing approximately 8 GW of capacity every four years to ensure stable offshore wind power development.
The Ministry noted that as the semiconductor, AI, and high-tech industries continue to expand, Taiwan's electricity demand is projected to grow at an average annual rate of 2.5% from 2026 to 2035. Offshore wind power is set to become a key source of stable green electricity supply. To date, Taiwan has completed the installation of over 500 offshore wind turbines in its waters through a three-phase promotion strategy—"demonstration first, followed by potential, then zonal development"—achieving a cumulative installed capacity of approximately 4.9 GW and laying the foundation for large-scale development in the next phase.
Interagency Collaboration Identifies Marine Resources, Floating Wind Turbine Deployment to Begin in 2026
To expand offshore wind power development, the Ministry of Economic Affairs has collaborated with the Ministry of National Defense, Ministry of Transportation and Communications, and Ministry of Agriculture to assess Taiwan's offshore wind resources, projecting an additional 15 to 18 GW of developable capacity. Additionally, the government plans to initiate the deployment of floating offshore wind turbines starting in 2026, targeting deeper waters to further expand the development space for offshore wind power.
