$850 Million Investment Lands in Ohio, Creating Nearly 2,000 Jobs
U.S. aviation startup Electra announced on July 21 that it will invest $850 million to build its first aircraft manufacturing plant in Springfield, Ohio, dedicated to producing the EL9 Ultra Short hybrid-electric aircraft. The facility is expected to create nearly 2,000 jobs and eventually reach an annual production capacity of 800 aircraft. The site, located at AirPark Ohio, spans 96 acres and is adjacent to Springfield-Beckley Municipal Airport.
Ohio Governor Mike DeWine stated that the investment will have a "transformative impact" on Clark County, while Electra CEO Marc Allen emphasized that this move marks the company’s transition from the technology demonstration phase to actual production. Electra evaluated over 140 locations during its site selection process before choosing Springfield, partly due to the region’s National Advanced Air Mobility Center of Excellence and the FAA-approved SkyVision system, which supports beyond-visual-line-of-sight flight testing. Additionally, Springfield is only a few miles from Wright-Patterson Air Force Base, offering a rich pool of aviation talent.
EL9 Hybrid-Electric Aircraft Targets Short Takeoff and Landing Market
The EL9 is a nine-seat, fixed-wing hybrid-electric aircraft that utilizes "blown lift" technology. By directing airflow from electric propellers at the wing’s leading edge toward enlarged flaps, the aircraft can achieve takeoff and landing distances as short as 150 feet. Electra claims this technology has been successfully validated on the smaller EL2 demonstrator. The EL9 is designed to offer 2.5 times the payload and 10 times the range of helicopters and eVTOLs, with 70% lower operating costs.
The EL9’s power system combines batteries with a turbogenerator, with the TG600 turbogenerator supplied by French aerospace company Safran charging the batteries and driving the electric motors. Electra and Safran signed a life-of-program agreement in July 2026, with an initial order of 250 TG600 units. This hybrid-electric design allows the EL9 to operate on regional routes of 50 to 250 miles without relying on breakthroughs in battery technology.
Electra positions the EL9 for "direct aviation," emphasizing its ability to operate from non-traditional takeoff and landing sites such as parking lots, barges, or sports fields. Unlike all-electric eVTOLs, the EL9 adheres to FAA Part 23 certification standards, which Electra believes will significantly reduce certification risks and accelerate commercialization.
FAA Certification Process Underway with $9 Billion in Orders
Electra has submitted the EL9 for FAA Part 23 type certification, and the FAA recently closed the G-1 Issue Paper, formally establishing the certification basis for the aircraft. The first flight is expected in late 2027 or early 2028. Despite the aircraft not yet completing testing, market response has been strong. To date, Electra has accumulated over 2,200 letters of intent, totaling $9 billion in pre-orders from more than 60 commercial customers, as well as the U.S. Air Force, Army, Navy, and NASA.
UK helicopter operator Bristow Group has secured the first delivery slot for the EL9 with a non-refundable deposit. Electra completed a $115 million Series B funding round in 2025, with investors including Honeywell, Safran, and Lockheed Martin Ventures. A market study released by the company in May 2026 estimates that regional routes of 50 to 250 miles will require 12,000 to 16,000 aircraft between 2030 and 2040.
Factory Construction to Begin in 2027 with Phased Production Capacity
Electra plans to start construction of the Springfield factory in 2027, with initial production capacity set at 400 aircraft per year, eventually scaling up to 800. This investment represents a long-term bet on EL9 technology and the potential of hybrid-electric aircraft in the regional aviation market. Although the EL9 will take several years to enter commercial service, Electra has already begun factory design work and established long-term partnerships with suppliers.
The Ohio state government has high expectations for the project, with Governor DeWine stating that it will inject new momentum into the local economy. Electra, meanwhile, emphasizes that the EL9’s hybrid-electric design and short takeoff and landing capabilities will open new possibilities for regional aviation and could reshape the short-haul transportation market.
