Delhi’s EV Policy Takes Effect, Mandating Electrification of Three-Wheelers and Small Commercial Vehicles by 2027
The Delhi government officially launched its updated electric vehicle (EV) policy on July 1, 2026, requiring all newly registered three-wheelers and small commercial vehicles to be electric starting in 2027, with two-wheelers to follow in 2028. The policy aims to accelerate EV adoption in Delhi, targeting a majority of newly registered vehicles to be electric by 2027 to address the city’s long-standing air pollution crisis.
The government has introduced multiple incentives to encourage EV purchases, including purchase subsidies, registration fee waivers, and road tax exemptions, while also promoting the scrapping of fossil-fuel vehicles. According to official data, over 100,000 EVs were registered in Delhi in the past year, accounting for 5% of the city’s 8.7 million registered vehicles, with electric two-wheelers and three-wheelers dominating the figures. Despite initial progress, the lack of adequate charging infrastructure has emerged as the biggest obstacle to the transition.
Charging Stations Fall Short of Demand, Owners Concerned Over Range and Convenience
In busy commercial districts across Delhi, electric scooters, three-wheelers, and small commercial vehicles can be seen charging, but owners widely report that existing infrastructure remains severely insufficient. Shyam Singh, a marketing director and owner of an electric two-wheeler, stated that the current number of charging stations fails to meet demand, and limited battery range makes long-distance travel impractical, leaving him hesitant about fully transitioning to electric vehicles.
Some owners of fossil-fuel two-wheelers also express skepticism about switching to EVs, believing the timing is not yet ideal. They raise concerns about EV durability, the impact of street flooding on electric components during the monsoon season, and the lack of convenient charging options. Uneven distribution of charging stations and lengthy charging times further deter potential users from making the switch.
